25% of all rapes in Norway are committed by 1st or 2nd generation immigrants, who only make up 8% of the population, so they are clearly overrepresented. many state cultural differences as the cause of the crime, so the government has decided to not give them that excuse in the future. Now, all new arrivals with intentions to stay for a while are lectured in inter-gender behaviour as well as language and social training.

One cannot hope to change the entire mindset of different cultures with this projects, of course, but that is not the immediate intention. The main objective is twofold: Avoiding that male migrants become tempted to commit criminal acts towards females and to protect the latter from being hurt. Time will tell whether it has had any effect, when enough statistical data has arrived to provide conclusive reports.
