A good topic and a good question.
I think that an early guilty plea should somehow be rewarded regardless of how much or little space ther is in a country's prisons. That's irrelevant, since Norway is currently renting prison cells in the Netherlands and a sentence can thus in principle be served everywhere.
No, the idea is to save expenses in the form of lengthy investigations and trials that become unnecessary when people admit guilt voluntarily as soon as they are being arrested. So I find it strange that the practice has a retrospective functions when an early plea must have already been registered and taken into consideration when the sentence is being given.
